National Flood Insurance Program (NFIP)

U.S. Dept. of Homeland Security, Federal Emergency Management Agency (FEMA)

 Public Assistance (PA) - Local, State, Tribal and Non-Profit:  The PA Program provides assistance for hazard mitigation measures.  Important:  State, Indian Tribal, and local governments are required to develop a hazard mitigation plan as a condition for receiving certain types of non-emergency disaster assistance such as Hazard Mitigation Grant Program (HMGP) funding.  Click here for more information regarding FEMA’s Hazard Mitigation Assistance grant programs.

Montana Disaster and Emergency Services (DES)

National Interagency Fire Center (NIFC)/National Interagency Coordination Center (NICC)

U.S. Economic Development Administration (EDA), U.S. Dept. of Commerce (DOC)

• Disaster Recovery:  EDA serves as the coordinating agency on behalf of DOC to coordinate activities of partner agencies in supporting recovery in disaster-impacted communities.  For information on EDA’s role in disaster recovery, funding opportunities, and other resources, click here.

U.S. Department of Housing and Urban Development (HUD)

Montana Department of Commerce (DOC)

U.S. Department of Agriculture, Natural Resources Conservation Service (NRCS)

 Disaster Assistance:  Congress established the Emergency Watershed Protection Program (EWP) to respond to emergencies created by natural disasters such as floods, fires, and windstorms.  Funding is designated for recovery assistance to remove debris from stream channels, road culverts, and bridges; reshape and protect eroded banks; correct damaged drainage facilities; establish cover on critically eroding lands; repair levees and structures; and repair conservation practices.  In addition, NRCS may offer to purchase a floodplain easement under the EWP.  For further information regarding these programs, click here.

Montana Department of Natural Resources and Conservation (DNRC)

 Renewable Resource Emergency Grants and Loans:    Click here for information regarding emergency grants up to $30,000 and emergency loans up to the applicant’s bonded debt capacity.  Typical projects have included emergency dam repairs, and emergency repairs to municipal drinking water and wastewater systems.

US Army Corps of Engineers (USACE)

FEMA Guide:  In September 2011, FEMA published the National Disaster Recovery Framework to promote effective disaster recovery.  The guide addresses pre-disaster preparedness, mitigation, and recovery capacity building for communities.  Click here to view a copy of this guide.

IEDC Guide:  In June 2013, the International Economic Development Council (IEDC) published a research report titled, “Federal Disaster Recovery Funding:  Minimizing Roadblocks to Maximize Resources.
